Abstract
China and Russia’s bilateral defense relationship has strengthened significantly in recent years. The steady growth in Sino-Russian military ties has sparked a considerable debate in the academic and policymaking communities over whether the Sino-Russian defense relationship has become a de-facto military “alliance.” However, largely absent from this discussion are assessments of the level of institutionalization in China and Russia’s defense relationship. This study utilizes Alexander Korololev’s framework for measuring alliance institutionalization to determine the level of institutionalization between China and Russia’s militaries, concluding that Beijing and Moscow’s armed forces are on the verge of “deep institutionalization.”
