Description
Baltimore's Municipal Music program supported the all-white Baltimore Symphony Orchestra and summer music concerts by Park Bands. In the summer of 1922 the Board of Estimates made a small appropriation to provide "colored sections of the city with special concerts by a band of musicians of their own race." Capt. Charles L. Harris, shown here, succeeded A. Jack Thomas as director of the City Colored Band. (Roy McCoy Collection)
